US viewed Pak intelligence officers as terrorists

American authorities have secretly appraised Pakistan’s official intelligence agency as a terrorist organisation.

The Guardian newspaper has obtained papers that reveal that the US authorities instructed interrogators at Guantanamo Bay to treat those connected with the ISI alongside terrorists associated with organisations such as al-Qaida, Hamas and Hezbollah.

For the record, the US maintains it is collaborating with Pakistan government in its “war against terror”.

The revelations are bound to strain US-Pakistan relations further, although the papers date back to 2007.

Raymond Davis, an American CIA contractor, shot two Pakistanis in Lahore recently, and sought to claim diplomatic immunity from police action, creating a rift in the relations between the two countries.  A high-level delegation from the US, headed by Chairman of the Joint Chiefs of Staff Mike Mullen, travelled to Islamabad last week to try and mend fences.

More than 230 western troops died in Afghanistan in 2007. The US, says the London-based paper, “listed the main Pakistani intelligence service, the Inter-Services Intelligence Directorate (ISI), as a terrorist organization alongside groups such as al-Qaida, Hamas, Hezbollah and Iranian intelligence. Interrogators were told to regard any links to any of these as an indication of terrorist or insurgent activity,” the report says.

It will be recalled that Mullen, who has a reputation for being a bit of a dove on all matters relating to the Pakistani military, had on arrival in Islamabad ruffled feathers when he said the ISI has ongoing and active links to the Haqqani network.

The Guardian was sifting through WikiLeaks cables when it made the sensational discovery about the ISI’s standing with the US.
